?The Tri-Valley Opportunity Council, Inc. is a private non-profit Community Action Agency incorporated in 1965 for the purpose of waging a "War on Poverty."? Tri-Valley has its corporate headquarters in Crookston, MN and operates with a defined Mission to:? "Improve the quality of life for people and communities by providing opportunities to meet their needs and realize their potential."

The corporation has statutory requirements for the governance of the services and programs offered by the agency.? Eighteen Board members with an equal distribution of elected officials, community representatives and low-income representatives represent the counties of Marshall, Polk and Norman.? Members serve for a four-year term and terms are staggered to allow for continuity of governance.

Tri-Valley provides a range of programs, services, technical assistance and advocacy to individuals, groups, agencies and communities in order to address the needs of both individuals and their communities.?? The primary service area of the corporation is west Marshall, west Polk and Norman counties in northwestern, MN.? However the girth of services stretch from the Canadian border in the north to Iowa in the south and from North Dakota on the west to Wisconsin on the east.? These services can be found in nearly forty counties and ninety communities in Minnesota and North Dakota.????

The largest services provided by Tri-Valley are:? Head Start, Energy and Weatherization, Housing, Child Care Resource and Referral, Community Services, Emergency Services, First Call for Help, Valley Housekeeping, Transportation and Senior Citizens Services.? These major programs are composed of nearly 60 distinct grants making up an annual budget of nearly $16 million and employing over 1,300 individuals each year.
