Early Reading First Proposal Submitted
The Northwest Minnesota Council of Collaboratives submitted a pre-application proposal to the Department of Education for its Early Reading First grant. The program focuses on creating "centers of reading excellence" in preschools or similar settings for young children. The NMCC proposal identifies six Head Start Centers in the Collaborative region to participate in the program: Fosston, Red Lake Falls, Western Adventure Center (Hendrum), East Grand Forks, Middle River and Hallock. Tri-Valley Opportunity Council is the applicant organization in partnership with the school districts in Fosston, Red Lake Falls, East Grand Forks, Norman County West, Kittson Central and Greenbush/Middle River.
The pre-application is a preliminary step in the process. The Department of Education will extend invitations to promising applicants to develop and submit a full proposal. The notification date is August 31, 2002. The proposal submitted by NMCC is for approximately $500,000 annually for a minimum of three years.
